Complemento Carta Porte: Everything you need to know about its updates

A couple of months ago, we discussed the Carta Porte , which would become essential documentation for transporting goods within Mexico. It plays a fundamental role in transportation logistics and also allows companies in charge of shipping to be more secure when sending merchandise.

However, this document has been changing over the months, and new news about it has emerged, alerting transport companies in Mexico. What new updates have the Complemento Carta Porte had in recent months?

Over the last few months, the Carta Porte has had several changes that have confused people, especially people related to logistic transportation of different types. Let’s see what have been the most relevant changes during these months.

At the beginning of the year, it was said that the Carta Porte would enter into force in a matter of months. However, this has not been the case. What was first presented as a project that would come into effect in March has been extended and will probably start to be used during September.

This extension was given during March, days before the end of the month, and the extension deadline was extended, which would give way to fines for the incorrect use of the Carte Porte.

At the same time that the extension was given, the reason why it was given was explained, and that is to provide the companies in charge of these processes with a better adaptation process so that they can find all the necessary tools for its correct implementation.

Currently, the Carta Porte has an exemption period which will end in September of this year. However, President Manuel Lopez Obrador has decided to create a new extension to create an exemption from the Carta Porte for longer.

However, this does not apply to all transportation companies at present, but only to those who transport merchandise that is related to basic supplies or necessities for people. 

This is not yet confirmed, but it is an idea that the President is already evaluating, which, if approved, would come into effect on October 1st of this year. It is also important to mention that this exemption could also apply to ports and railroads, but it is yet to be confirmed.

Considering the update on the possible exemption to be given by the government to the Carta Porte, a doubt arises within the IMCP. For the Mexican Institute of Public Accountants, it is more than necessary to issue rules to understand how such exemption works and to clarify who will be affected.

Quoting Ramiro Avalos Martinez, tax vice-president of the IMCP: “The publication of the rules is required to know how this exemption from the Carta Porte will operate and who will be affected”.

These doubts arise because when talking about the exemption of the Carta Porte, it is not understood if it is only for this document or the entire complement of entry and transfer of goods.

It is possible that based on this, the government of Manuel López Obrador will clarify the doubts that are arising concerning one of his last statements.

The Complemento Carta Porte has created confusion among the different entities and individuals in Mexico’s transportation and logistics sector. A month ago, Felipe de Javier Peñas Dueñas, who is the current president of Concamin, commented that they are looking to clarify the information on the Waybill further.

One of Javier’s main concerns is the lack of training provided by the SAT to the trucking industry since this way; they will be able to comply with all the obligations they will have once the Carta Porte becomes effective.

This work has been carried out hand in hand with Patricia Vizcaya, current director of the ANTP, who commented that various forms were delivered to the SAT to better comply with the rule that will soon be in force.

One of the additional concerns, Patricia says, is that there is concern on the part of carriers and clients as there is a need for double verification, which complicates the logistical process.

One of the main people affected by the Complemento Carta Porte has been the figure of the “Man-Truck”. This has been left aside by most of the companies, and they are now responsible for carrying out all the corresponding paperwork to be up to date with this new procedure.

Many carriers have opted to resort to accountants to help them in their tasks since they must have more than 180 documents up to date and other requirements, complicating the industry’s work process. 

The SAT, for its part, has been looking for ways to find methods by which they can provide additional information to help in this process to these carriers that have been left aside by companies during the last few months.
